Job Description

Job Description: Fractional Chief Technology Officer (CTO)

Role: Fractional CTO

Location: Open (Remote, Global)

Experience Required: 15–25 Years

About the Role

One of our esteemed client seeking a visionary and hands-on Fractional CTO to take complete

ownership of our technology roadmap and align it with our business strategy. You will

be the strategic technical leader, responsible for building robust platforms, leading

cross-border engineering teams, and driving innovation in AI and Health Tech.

This role is ideal for a seasoned technology leader who thrives in a fast-paced

environment, can manage end-to-end SDLC, and is not afraid to get their hands dirty

with code and architecture when necessary. The ideal candidate must have

mandatory expertise in the US Health Tech industry.

Key Responsibilities

1. Strategic Leadership & Business Alignment

 Own the Tech Roadmap: Take full charge of the technology vision, strategy,

and execution. Ensure the technology roadmap is perfectly aligned with

business goals and growth trajectory.

 Target Operating Model: Define and implement a robust Target Operating

Model (TOM) for the technology function, establishing best-in-class

processes, workflows, and governance.

 Cost Optimization: Manage the technology budget effectively, ensuring

optimal cost management without compromising on quality or scalability.

 Client Interface: Act as the primary technical point of contact for clients.

Deeply understand client needs and translate them into product features and

technical solutions.

2. AI & Product Innovation

 AI & Agentic Technologies: Lead the adoption and implementation of

cutting-edge AI technologies, with a specific focus on Agentic AI to automate

workflows and enhance product capabilities.

 Platform & Product Building: Oversee the end-to-end development of

scalable platforms and products. Ensure the architecture supports high

availability, security, and performance.

 Health Tech Domain: Leverage prior experience in Health Tech to navigate

regulatory landscapes, data privacy (HIPAA/GDPR), and integration with

healthcare ecosystems.

3. Engineering & Team Management

 Cross-Border Team Leadership: Lead and mentor a distributed engineering

team across India, Vietnam, and Singapore.

 End-to-End SDLC: Oversee the entire Software Development Life Cycle

(SDLC) from ideation to deployment and maintenance. Implement agile

methodologies and CI/CD pipelines.

 IP Management: Establish and manage Intellectual Property (IP) strategies,

ensuring the protection of proprietary technology and code.

 Hands-On Execution: Be a hands-on leader. Conduct code reviews, debug

critical issues, and guide the team on technical architecture and best

practices.

Technology Strategy & Architectural Transition

A critical part of this role is to lead the strategic evolution of our technology platform.

You will be responsible for overseeing the transition from our current monolithic

architecture to a modern, scalable, microservices-based ecosystem.

Proposed Technology Stack

To support enterprise-level application development, scalability, maintainability, and

future growth, we propose transitioning toward a microservices-based architecture

with the following technology stack:

 Architecture: Microservices (cloud native)

 Backend: Java, Spring Boot

 Frontend: React.js / Vue.js

 Mobile Development: Flutter

 Gamify and Interactive Applications: Unity

 Databases: PostgreSQL, Amazon DynamoDB / MongoDB

 Cloud Infrastructure: AWS

 Advanced Technologies: Computer Vision and Machine Learning (ML)

Objective of the Transition

The primary objective of this transition is to establish a standardized, enterprise-

grade technology foundation that supports Kimia Core and other applications. This

will be driven by the following goals:

 Improved scalability, performance, and application reliability.

 Better modularity and independent deployment of services.

 Enhanced maintainability and long-term extensibility.

 Clear separation of business logic and application components.

 Improved integration capabilities across multiple applications.

 Greater flexibility to accommodate future business and technology

requirements.

The proposed transition will help establish a more structured and scalable

application ecosystem while continuing to leverage our existing capabilities in mobile

development, interactive applications, computer vision, and machine learning.

Must-Have Requirements

 Experience: 15–25 years of total experience, with a proven track record as a

CTO, VP of Engineering, or Head of Technology (Fractional or Full-Time).

 AI Expertise: Strong technical proficiency in AI technologies, particularly

Agentic AI, LLMs, and automation.

 SDLC Mastery: Deep understanding of end-to-end software development

lifecycles, modern tech stacks, and enterprise solutions.

 Leadership: Experience managing and scaling remote engineering teams

across multiple geographies (India, Vietnam, Singapore).

 Domain Knowledge: Mandatory prior experience in the US Health Tech

industry.

 Mindset: Hands-on, results-driven, and entrepreneurial. You must be willing

to "take charge" and execute.
