Job Description
Penn Ohio Waste, LLC, a subsidiary of Noble Environmental, is opening a new enclosed rail offloading facility in Negley, Ohio. We are hiring a Gondola Operations Manager to commission and operate the facility.
Responsibilities
- Direct all railcar movement within the facility, including spotting cars with a mobile railcar mover and indexing them under material handlers.
- Manage offloading production and the condition of cars returned to the railroad, and maintain accurate car location and status.
- Serve as the point of contact to the railroad for spot and pull orders, car supply and exceptions. Manage demurrage and car dwell.
- Administer the safety program, including blue flag protection, car securement and job briefings, and maintain compliance with the facility’s Ohio EPA permit conditions.
- Supervise the operating crew and manage equipment uptime and the operating budget.
- Commission the facility, develop the operating and safety procedures, and hire and qualify the crew.
- Other duties as required.
Requirements
- Five or more years in railroad, industrial rail, transload or rail served plant operations, including hands on railcar handling.
- Five or more years supervising an hourly operating crew.
- Working knowledge of safe car handling and of the OSHA, DOT, FRA and MSHA requirements that apply to rail operations.
- Experience operating or supervising a mobile railcar mover such as a Shuttlewagon or Trackmobile, a locomotive, or comparable equipment.
- High school diploma or equivalent.
- Proficient with Microsoft Office, particularly Excel and Outlook, and able to learn railcar management and production reporting systems.
Preferred
- Transload experience in waste, aggregate, scrap or coal
- Rail mounted material handlers such as Sennebogen
- Experience commissioning a new facility
Hours and schedule
The facility operates Monday through Saturday. This is a salaried position and the schedule follows the railroad’s service pattern rather than fixed office hours. The Gondola Operations Manager sets crew shift schedules to match inbound car flow.

Most of the work is performed outdoors at an active rail facility, in heat, cold and snow. The role requires walking on uneven ballast and track, climbing on and off railcars and mobile equipment, ascending and descending ladders and stairs, and occasionally lifting up to 50 pounds.
Benefit Summary
Medical Insurance, Dental Insurance, Vision Insurance, 401K Plan with 6% company match, Life Insurance, Disability Insurance, Paid Time Off
Location
Negley, Ohio, in Columbiana County, a short drive from Youngstown. Onsite position.
