Job Description
You will build the infrastructure-as-code for ourAzure Health Data Services (AHDS) FHIR
platform and the event-driven FHIR Subscription processor that sits alongside it. The
platform is deployed repeatedly, once per partner and per environment, so the work is as
much about repeatable, observable, well-governed deployments as it is about any single
build.
This is a hands-on engineering role. You will design, write and review Terraform and
Python, and you will help validate that the architecture scales across a growing number of
partners.
What you'll do
Build the AHDS FHIR platform
Stand up and configure the AHDS FHIR service, including identity, networking and
access control.
Define API usage patterns and best practices that keep read and write latency low
under partner load.
Configure and operate bulk $import for initial and recurring partner data loads fed by
our Databricks pipelines, and own the handoff between the two.
Front the FHIR endpoint with Azure API Management (APIM) for auth, throttling,
routing and partner-facing policy.
Build the FHIR Subscription processor
Wire Azure Event Grid to AHDS FHIR events as the trigger for subscription processing.
Build Python Azure Functions that evaluate and process subscription events, using
Storage Queues for buffering, retries and back-pressure.
Expose subscription output through Azure Service Bus as the contract other teams
consume.
Senior Cloud Engineer – Azure Health Data Services (FHIR)
Design for idempotency, ordering and poison-message handling across the pipeline.
Own the infrastructure-as-code
Write and review Terraform for every component above: AHDS, Functions, Storage,
Event Grid, Service Bus and APIM.
Build reusable modules that deploy the full stack per environment (dev, test, prod) and
per partner.
Set up CI/CD pipelines for plan, review and apply, with drift detection and safe
promotion between environments.
Wire observability into every service: diagnostic settings, Application Insights, Log
Analytics, dashboards and actionable alerts.
Shape the architecture
Validate the scaling model for each partner: throughput, service limits, cost and
tenancy isolation.
Document patterns and runbooks so other teams can build on the platform.
Required qualifications
Production experience writing Python 3.11+, including Azure Functions or similar
serverless workloads.
Strong hands-on Terraform experience: reusable modules, remote state, multienvironment deployments and CI/CD integration.
Deep knowledge ofAzure architecture patterns across Event Grid, Service Bus,
Storage Queues, Functions and APIM, including their scaling limits and failure modes.
Experience designing event-driven systems with retries, dead-lettering and
idempotent processing.
Experience building observability into cloud services: logging, metrics, tracing and
alerting with Azure Monitor and Application Insights.
Ability to assess and defend a scaling model in terms of throughput, cost and isolation.
Preferred qualifications
Strong understanding of the AHDS FHIR service: configuration, performance tuning,
bulk $import and its service limits.
Senior Cloud Engineer Azure Health Data Services (FHIR)
Working knowledge of HL7 FHIR R4, including search, Bundles and the Subscriptions
framework.
Experience with healthcare data and its compliance requirements, such as HIPAA and
handling PHI.
Experience running multi-tenant or per-partner platforms at scale.
Experience building Databricks Lakeflow Declarative Pipelines (formerly Delta Live
Tables), which feed data into the AHDS platform.
Azure certifications such as AZ-305 orAZ-400.
