These are American Job Centers, a network funded by the U.S. Department of Labor and run locally. Whether you can file or fix a claim there depends on the state. Here is what DES says about filing:
"Apply online using the CACTUS portal; DES has no Unemployment Insurance offices. Without a computer, you can use one free at an ARIZONA@WORK office. For questions, call the UI Call Center at 1-877-600-2722."
