These are American Job Centers, a network funded by the U.S. Department of Labor and run locally. Whether you can file or fix a claim there depends on the state. Here is what UI Claims Center says about filing:
"File your claim online in the UI Claimant Center at uiclaimant.mt.gov. You can also file over the phone with a claims representative at Claims Processing, (406) 444-2545."
