What the unemployment rate counts
It is the share of the labour force that has no work, is available to work, and is looking for work. People who have stopped looking are not in it, and neither are people working fewer hours than they want.
Whose figure this is
This is what Austria's own labour force survey measured, as the International Labour Organization publishes it. Austria's statistics office may headline a different number: it can count or adjust in its own way. Figures by month can move with the seasons, and recent ones are sometimes revised.
