What the unemployment rate counts
It is the share of the labour force that has no work, is available to work, and is looking for work. People who have stopped looking are not in it, and neither are people working fewer hours than they want.
Whose figure this is
The newest figure from Cape Verde's own survey that the International Labour Organization publishes is from 2019, so the rate above is the ILO's own estimate, worked out from what it knows about Cape Verde. Estimates are revised as new surveys come in.
