Purchasing & Logistics Specialist

Key Responsibilities | 岗位职责

1. Supplier Development & Local Sourcing | 供应商开发与本地采购

Identify, develop, qualify, and maintain North American suppliers for automation equipment components, machining/fabrication, technical services, logistics, and other project-related requirements.

Build a commercially usable supplier base based on technical capability, pricing competitiveness, lead time, quality, responsiveness, delivery capability, and payment terms.

Drive local sourcing and supplier localization to reduce lead time, logistics risk, and total landed cost while maintaining technical and quality requirements.

Maintain supplier qualification records, sourcing status, pricing history, capabilities, commercial terms, and performance data.

Conduct competitive sourcing and obtain multiple qualified quotations where applicable to support sourcing decisions.

基于技术能力、价格竞争力、交期、质量、响应速度、交付能力及付款条件等维度建立可实际使用的供应商资源池；

推动采购本地化，在满足技术和质量要求的前提下降低交付周期、物流风险及综合采购成本；

建立并持续维护供应商准入、能力、报价历史、商务条件及绩效记录；

根据采购类别和项目需要实施竞争性询价和比价，确保采购决策具备充分的市场依据。

2. Cost Management & Procurement Execution | 成本管理与采购执行

Manage the full procurement cycle from internal request, supplier RFQ, quotation comparison, commercial negotiation, approval, PO issuance, and supplier confirmation.

Develop and maintain clear cost baselines and track realized savings, cost avoidance, budget variance, and total cost of ownership separately.

Negotiate pricing, payment terms, supplier credit, and advance-payment requirements to improve project cash flow and procurement competitiveness.

Ensure timely RFQ turnaround, PR-to-PO processing, quotation coverage, cost accuracy, and ETA accuracy.

Support indirect procurement for office, IT, facility, and operational needs while maintaining appropriate budget and approval controls.

提升RFQ响应、PR转PO、有效比价覆盖、成本准确性及预计交付时间准确性；

负责办公、IT、设施及运营相关间接采购，并确保符合预算和内部审批要求。

3. Logistics, Delivery & Customs Coordination | 物流、交付与清关管理

Own supplier delivery follow-up from PO confirmation through shipment, transportation, customs clearance, receiving, and material availability at the required point of use.

Coordinate import/export shipments with freight forwarders, customs brokers, suppliers, project teams, and receiving locations.

Prepare and maintain required shipping, customs, and import/export documentation and support compliance with applicable U.S. requirements.

Track supplier commitments, shipment status, on-time delivery, and open delivery issues; escalate risks early and drive timely closure.

Support development and management of reliable logistics partners for project, spare-parts, and urgent shipment needs.

与货代、报关行、供应商、项目团队及收货方协调进出口及北美境内物流；

准备并维护运输、清关及进出口相关文件，确保符合适用的美国法规和公司要求；

持续跟踪供应商交付承诺、物流状态、OTD及未关闭问题，对风险及时预警并推动闭环；

建立并维护能够支持项目、备件及紧急物流需求的稳定物流供应商资源。

4. Procurement Governance & Internal Customer Support | 采购管理与内部客户支持

Act as the North America procurement and logistics owner for assigned business requirements and ensure requests are followed through to final closure.

Work closely with Operations, Project Management, Engineering, Finance, Sales/Proposal, and China HQ/Business Units to align technical, commercial, schedule, and sourcing requirements.

Maintain accurate procurement records, supplier files, PO documentation, delivery status, and KPI data in Company systems.

Provide regular procurement status updates, identify supply-chain risks, and proactively develop mitigation or alternative sourcing plans.

Support monthly procurement KPI reporting covering supplier development, localization, cost, responsiveness, delivery, compliance, and internal customer support.

Serve as a reliable internal business partner by responding promptly, communicating clearly, and taking ownership of cross-functional purchasing and logistics issues.

作为北美采购及物流责任人，对所承担的采购需求持续跟进并确保最终闭环，而非仅完成单一流程节点；

与运营、项目管理、工程、财务、销售/规划及国内总部/事业部紧密协作，确保技术、商务、进度及采购需求保持一致；

在公司系统中准确维护采购记录、供应商档案、PO资料、交付状态及相关KPI数据；

定期汇报采购进展，主动识别供应链风险，并提前制定替代供应商或风险应对方案；

支持采购月度KPI管理，包括供应商开发、本地化、成本、响应效率、交付、合规及内部客户支持等；

作为可靠的内部业务伙伴，保持及时响应、清晰沟通，并主动承担跨部门采购与物流问题的解决责任。

Qualifications | 任职要求

Bachelor's degree in Supply Chain Management, Business, Engineering, Logistics, or a related field.

5+ years of procurement, sourcing, and/or supply-chain experience, preferably in automotive manufacturing, industrial automation, machinery, capital equipment, or project-based manufacturing environments.

Demonstrated experience in supplier development, qualification, RFQ management, commercial negotiation, cost reduction, and supplier performance management.

Strong understanding of procurement cost concepts, including budget control, total cost of ownership, cost reduction, cost avoidance, payment terms, and cash-flow impact.

Hands-on experience in logistics, import/export coordination, freight forwarding, customs processes, and delivery tracking is strongly preferred.

Ability to independently manage purchasing requirements from initial request through sourcing, PO, delivery, and issue closure.

Strong analytical, organizational, negotiation, and cross-functional communication skills, with a high level of ownership and follow-through.

Proficient in MS Office and ERP/accounting/procurement systems such as SAP, Oracle, QuickBooks, or similar systems.

Experience working with global teams and overseas suppliers is preferred; bilingual English/Chinese capability is a plus.

本科及以上学历，供应链管理、工商管理、工程、物流或相关专业；

五年以上采购、供应商开发或供应链相关经验，有汽车制造、工业自动化、机械设备、非标设备或项目制制造行业背景优先；

具备供应商开发、供应商准入、RFQ管理、商务谈判、采购降本及供应商绩效管理的实际经验；

熟悉采购成本管理，包括项目预算、TCO、实际降本、成本规避、付款条件及现金流影响等；

有国际物流、进出口、货代、清关及交付跟踪经验者优先；

能够独立完成从需求、寻源、询价、PO、交付到问题关闭的完整采购流程；

具备较强的数据分析、组织协调、商务谈判及跨部门沟通能力，具有较强的责任意识和结果导向；

熟练使用MS Office及ERP、财务或采购系统，如SAP、Oracle、QuickBooks或同类系统；

有跨国团队及海外供应商协作经验优先；具备中英文双语能力者优先。
